Top aligned elements are faster to fill out than left to right aligned elements in forms. The diagram above shows where your eyes usually move in the forms. As a web designer, you want to make it as easy as possible for users to provide information/feedback. Personally, I agree with this concept but it is obviously based on opinion and visual preference.
